In Finland there is one type of vocational secondary school and two types of higher education institutions: universities and universities of applied sciences (UAS).
Study programs in English are offered at Bachelor's, Master's and Doctoral levels.
As of 2017, studying in English at Finnish universities is fee-based, but Finland has an incentive system for receiving study grants. Simply put, students who study well get back half to full tuition fees.
By the way, studying at colleges in Finland in English is still free ✊
